The Israeli cabinet approved on Sunday a “national plan” to address high dropout rates among teenagers in settlement communities, amid a spike in Jewish extremist violence in the West Bank.

According to the proposal, the plan aims “to prevent youths from entering cycles of violence” in the West Bank and to reduce what it describes as “negative phenomenon among youth in the area.” The document does not specify the violent acts attributed to these youths or provide figures on dropout rates in settlements, but warns the trend could have “significant implications for the security situation.”

In recent months, Israel’s government has faced mounting domestic and international criticism over its failure to curb settler violence in the West Bank.

Much of the inaction, critics say, stems from coalition partners’ reluctance to publicly acknowledge the scale of the problem. The issue has also carried diplomatic consequences: senior officials in the Trump administration pressed Prime Minister Benjamin Netanyahu during the war with Iran to act, while European governments have threatened to escalate sanctions targeting settlements.

The government is expected to allocate 120 million shekels ($40.7 million) over three years. The proposal would authorize the national security minister to direct police to expand community policing in the West Bank over the next two years, and to provide youths with “opportunities” to integrate into military or national civilian service.

At the same time, the Education Ministry will expand its dropout-prevention programs from high schools to include middle schools. It will also fund tailored educational frameworks for at-risk youth in settlements, along with additional academic and social support beyond regular school hours in four new institutions.

The Welfare and Social Affairs Ministry is expected to increase the number of outreach workers and social workers to improve services for at-risk youth.

The Defense Ministry will operate preparatory programs lasting one to three months for high school graduates, as well as nine-month programs for students, aimed at preparing them for military service and encouraging enlistment. The proposal also calls on the Settlement and National Missions Ministry to establish after-school programming.

The plan implements recommendations from an inter-ministerial team established in late 2021 to address risk factors among youth in settlements. Its stated goal is to improve coordination between education, welfare, prevention and law enforcement bodies, including efforts to reduce school dropout rates.

Netanyahu instructed Defense Minister Israel Katz in November to present a comprehensive plan on the issue, leading to the establishment of a Defense Ministry unit tasked with drafting the proposal in coordination with other ministries.
